Who can own and run it
  • You do not need to be a nurse to own the agency.
  • Non-medical home care is licensed by Social Services, not CDPH.
  • Skilled nursing needs a CDPH license and a registered nurse director.
  • Owners, 5% part-owners and administrators need fingerprint background checks.

Agency for Health Care Administration (AHCA)

Who can own and run it
  • You do not need to be a nurse to own a Florida home care agency.
  • Your Administrator must be a doctor, PA, nurse, or have 1 year of supervisory care experience.
  • Skilled nursing agencies must employ a Florida licensed RN as Director of Nursing.
  • Owners, 5% shareholders and administrators need Level 2 fingerprint background checks.

Who can own and run it
  • You do not need to be a nurse to own a Georgia home care agency.
  • Your Administrator needs no degree, license or set years of experience.
  • Offer nursing services and you must employ a Georgia registered nurse to supervise.
  • Owners holding 10% or more, administrators and managers need fingerprint background checks.

  • Your Administrator needs a clinical license, or a degree plus supervisory healthcare experience.
  • A licensed clinician must oversee care. Owners holding 5% or more are fingerprinted.

  • You do not need to be a nurse to own a Missouri home care agency.

  • Skilled home health also needs an administrator: a nurse, doctor, or degree holder with management experience.
  • All owners must be named on the application. Staff need background checks before hire.

  • A registered nurse must supervise hands-on care. Staff entering homes need background checks.

  • Licensed home health and hospice also need a Texas registered nurse as supervising nurse.
  • Owners and administrators face background checks. Some convictions block you permanently.
