What this is
End-to-end support to license Personal Care Services (PCS) in Louisiana, regulated by the Louisiana Department of Health (LDH), Health Standards Section. Since 2011 all non-medical providers operate under a single Home and Community-Based Services (HCBS) licence with the Personal Care Attendant (PCA) module, delivering Long-Term Personal Care Services to Medicaid-eligible adults.
What’s included
- Facility Need Review (FNR) — Louisiana’s defining gate: FNR approval is required before you may apply (around $200, up to a 60-day review). We prepare and submit it.
- HCBS licence application with the PCA module and the mandatory pre-licensure training/knowledge attestation.
- Policies & procedures built to Louisiana HCBS standards and Medicaid Services Manual Chapter 30.
- Medicaid enrolment guidance, since LT-PCS is a Medicaid State Plan service.
How it works
- Kick-off call to confirm your region and the FNR position.
- We prepare your FNR, then your HCBS/PCA application and policies.
- You review; we refine until it is right.
- We guide submission and stay with you through to approval.
Indicative timeline: FNR review up to ~60 days, then HSS licensure and Medicaid enrolment. Louisiana refreshed the FNR rule in March 2025. Fees and timelines change, so we confirm current figures with LDH Health Standards as part of your project.
Ideal for
New providers entering Louisiana, where PCS is the most common route in — provided you clear the FNR need-review gate first.
