About the Louisiana personal care services license
End-to-end support for a Louisiana personal care services license, regulated by the Louisiana Department of Health (LDH), Health Standards Section. Since 2011 all non-medical providers operate under a single Home and Community-Based Services (HCBS) license with the Personal Care Attendant (PCA) module. Under it, you deliver Long-Term Personal Care Services to Medicaid-eligible adults.
What’s included in your Louisiana personal care package
- Facility Need Review (FNR), Louisiana’s defining gate: FNR approval is required before you may apply ($200 non-refundable fee, up to a 60-day review). We prepare and submit it.
- HCBS license application with the PCA module and the mandatory pre-licensure LDH training and knowledge attestation.
- Policies & procedures built to Louisiana HCBS standards and Medicaid Services Manual Chapter 30. We also assemble the financial and insurance evidence LDH asks for: at least a $50,000 line of credit and $300,000 in liability coverage.
- Medicaid enrollment guidance, since LT-PCS is a Medicaid State Plan service.
How it works
- Kick-off call to confirm your region and the FNR position.
- We prepare your FNR, then your Louisiana personal care (HCBS/PCA) application and policies.
- You review; we refine until it is right.
- We guide submission and stay with you through to approval.
Indicative timeline: FNR review takes up to 60 days. HSS licensure and the initial survey follow, so most applicants plan for about three to six months before serving clients, with Medicaid enrollment after licensure. The state charges $600 for the initial personal care services license and $600 at each annual renewal.
Louisiana refreshed the FNR rule in March 2025. Fees and timelines change, so we confirm current figures with LDH Health Standards as part of your project.

Ideal for
New providers entering Louisiana, where a personal care services license is the most common route in, provided you clear the FNR need-review gate first.
