Washington, DC isn’t a state — it’s a federal district with its own licensing regime run by DC Health’s Health Regulation and Licensing Administration (HRLA), through the Health Care Facilities Division. Any agency providing home-based care to DC residents must hold a Home Care Agency license before it operates.
