Washington, DC isn’t a state: it’s a federal district with its own licensing regime run by DC Health’s Health Regulation and Licensing Administration (HRLA), through the Health Care Facilities Division. An agency that provides skilled nursing and at least one other therapeutic service to clients at home must hold a Home Care Agency license before it operates. This package prepares your Washington, DC home care agency license from start to finish.
We prepare your complete application under the Health Care and Community Residence Facility, Hospice, and Home Care Licensure Act of 1983 (DC Law 5-48). Its regulations sit in DCMR Title 22-B: Chapter 39 (Home Care Agencies) and the general licensing rules in Chapter 31. Our work covers the policies and procedures HRLA reviews, your staffing and clinical-supervision structure, home health aide and personal-care service capacity, and the documentation the District expects before it issues a license.
DC Health inspects every new agency on site before it issues the first license (DC Code § 44-505). After that, each renewal needs an inspection too, though the Mayor may accept private accreditation or federal certification instead. We get you survey-ready and advise on the accreditation route for renewals.
The initial DC Health application fee is $600, paid through the HRLA online portal. A new Home Care Agency also needs a Certificate of Need from the State Health Planning and Development Agency (SHPDA) before DC Health issues the license (DC Code § 44-406). The Certificate of Need has its own filing fee, and our Washington, DC home care agency license package includes that support.
